Fake breeders, overseas operators
Operators pose as breeders using stolen puppy photos and fabricated identities; BBB analysis of ~3,500 fake pet-seller websites found about 31% appeared based in Cameroon and 30% in South Africa, impersonating real breeders and their pets' images.
Payment
Irreversible payment only
Payment is demanded through non-reversible channels — Zelle, Venmo/CashApp "friends & family", wire transfer, gift cards, or crypto — which the FTC and AKC flag as offering essentially no buyer recourse once money is sent.
Dropship & impersonation
Escalating fees, no delivery
After the deposit, buyers are hit with fabricated charges for crates, insurance, immunizations, and airline fees, yet no animal ever ships — a pure non-delivery fraud that FBI IC3 classifies under "non-delivery" scams.

Over half of pet-scam reports to BBB Scam Tracker originate from a website found via a search engine or social media, with dozens of fake sellers operating on Facebook and Instagram.
